William Faulkner was a well known and award winning novelist. Here, he is advising us to read everything available to us. As far as I think of his point of view, he wants us to discover what is good and what is not. We can never be a good reader or writer just by reading the good stuff available. In order to be a good reader or writer, the very first step is to read everything no matter if it isn’t that popular. This is how we get an idea of what to write and what to avoid writing. Reading is an exercise of mind and on the other hand writing is an art which can be developed simply by reading whatever is accessible. William Faulkner gives us an example of a carpenter and he tries to explain that even a carpenter starts as a learner and eventually he becomes master at it. Just like a carpenter we should start fresh and try to read every type of book even if we aren’t interested in that type. End of the day we’ll find out the significance of reading everything. 

i think it'sabout the importance of reading. and we have to explain it briefly, mentioning imporatant points about why reading is essential and how reading transforms our mind and how does it effect our personality.
We can also write our answer in two different perspectives.
one as a "reader" and other as a "writer". 
because we read different books in both the above cases.

Reading lets you understand what a reader wants — and what you need to give your own readers.
Reading gives strong fundamentals in story structure and plot development.
Reading gives you a feel for and can expand your own ideas of stylistic items such as graceful narration, metaphor, transition, voice, and more.
Reading gives you both inspiration and drive to move forward in your own work.
Reading is a great way to get ideas!
Reading shows you what’s already been done.
Reading lets you take advantage of lessons already learned by generations of smart writers.

William Faulkner an author is here trying to urge us on the importance of reading .He tells us to read everything we  just find. If you read voraciously you can be a good reader as well as writer. By reading you be able to understand the ideas and skills of the writer .If you have a skill of meaningful reader you can get a lot of from simple things.
Here the author is also describing the example of carpenter .As a good carpenter converts useless things into new ones, you will also do the same by a skillful reading. The words which you read from a particular page gives you  the techniques ,emotions, skills and experience of the writer .if you are   able  to find these things you will turn into a writer .by developing these skills  you will be able to differentiate between a meaningful and useless writing. and you will be able to throw a useless one out of window.

. The top priority that reading enjoys can be best described by the first revelation sent down, that is READ(اقرا).The writer emphasis on the value that reading adds to one's knowledge. Reading is not only the initial step of understanding but essential as well. By reading we pick new ideas, enhance our capabilities of skimming, comprehension, scanning etc. One who enjoys the company of reading never gets bore moreover one can classify what he/she is reading as good or bad. This practice keeps the mind active by brainstorming. Read it today and you will be able to write your own words tomorrow. “READ” only then you can understand. Never search for famous authors (novelists) and books or consider only literature or course portion readable, just read whatever passes across your eyes. A good reader feels hollow when not reading. Reading aids both personal and social attitude and intellectuals in all stages of life.

I think the writer wants us to read everything that is available because it can increase our thinking skills the more stuff you read the more you know about the realities of life. It can enhance our imagination power. Books like “Rich Dad Poor Dad, Magic of Thinking Big, 7 Habits of Successful People, These are the books for mental stimulation and encouragement. Regular reading help the reader build optimism and approach life with positive attitude. Reading gives confidence to the person due to enhanced knowledge. So his speaking and writing skills are improved by reading books. Also book reading is a good sleep inducer. As the reading tires the brain, the persons doze off while still book in hand. So just read everything

one should read everything in order to get some type of benefit whetherr in the form of vocabulary, grammar, literature etc. he will write his opinions and then turn them into facts

Look at your favorite books. Why are they your favorites? What is it about that story that appeals to you, while other stories leave you cold, or disliking them?. Because the writer made them likeable, look at how he or she did that. Think about every detail you learned about the characters. Reread the story and pay attention to every instance where you learn something about the characters, and then try to figure out why.

Do this to every story. After a while you'll do this automatically. You'll be absorbing and learning every time you read.

By reading and rereading many times you'll be able to pitch your own stories more effectively.
Read novels and read short stories; read poetry. Poetry will tune your writer's ear to the rhythm of language, and make your writing beautiful.
