After that, if the product/service is declared technically and financially feasible then the actual work starts on getting that kind of service or the facility. A contractual agreement is signed between the firm/developer and the end user.
In order to generate or produce this facility, being a project manager your job is to search out that what is the concept behind that, why the user needs this particular kind of facility or service that you have to make. After that you built the team, generate the resources, allocate the required resources, select a method and the development process starts. It is implemented after verifying, testing and finally commissioning it successfully.

Time and materials (aka T&M) is a standard phrase in a contract for construction, product development or any other piece of work in which the employer agrees to pay the contractor based upon the time spent by the contractor's employees and subcontractors employees to perform the work, and for materials used in the construction (plus the contractor's mark up on the materials used), no matter how much work is required to complete construction. Time and Materials is generally used in projects in which it is not possible to accurately estimate the size of the project, or when it is expected that the project requirements would most likely change.
