This information is not enough for him i.e to know about average depth only.4.5 feet is average depth of canal.it means there may be variation in depths at certain places.somewhere depth may be 6 feet.and then depth may suddenly decrease.if depth is more than his height somewhere then he will not be able to cross the canal.he needs to know about variation in depths.statistically speaking he needs to know about measure of dispersion.as we are concerned with average(mean) depth here and in common life we mostly talk about arithmetic mean.so he needs to know about mean deviation.this measure will tell him dispersion of values around mean.he also needs to know about range which is difference of minimum value Xo and extreme value Xm.

it is surely needs some measurments.

As the statement is very simple without any conditions. So this man will be required some more information and can adopt certain options to cross the canal: Lets discuss one by one:

 

1. The method to cross the canal is not restricted or mentioned so this man have the freedom to choose any of the below:

 

a. He can swim through the canal:

 

He can swim through the canal (as standard canals are 08-10 Mtrs in width) to reach on another end. But it's important that he must know how to swim.

 

b. He can walk through the canal:

 

The information which is provided in question statement is not enough and supportive to let this man make a decision to walk through the canal. The average depth of canal is 4.5 feet means, a central or point of averaged is having the depth of 4.5 feet where as there will be other data points of depth which would be required to know means to know the measure of dispersion of the depth values. so in this regard it would be enough if he knows:

 

- The minimum Value (X0) and the maximum value (Xm) of the canal depth. In general, he must only know the maximum depth (Xm) to compare with his height so water should not over the head.

 

- Other logical way is to have the all data points of the sample space and as his height (h) is the minimum average to safely walk through the canal so int his regard he must construct the data set of differences between his height (as average) and the each value of measurement of depth point. like:

 

Height of Man = h

 

Depth value = x

 

So difference = x-h

 

The values in Plus will alert the man where water will over flow on his head.

 

There can be more to discuss but i think its enough.
