SEMESTER SPRING 2013
HUMAN RESOURCE MANAGEMENT
ASSIGNMENT NO. 02
DUE DATE: 20th
JUNE 2013
MARKS: 30
TOPIC: Equal Employment Opportunity and Affirmative Action
LEARNING OBJECTIVES:
To help the students practically understand difference between Equal
Employment Opportunity and Affirmative Action; and the use of Equal
Employment Opportunity and Affirmative Action.
BACKGROUND:
Racial/ethnic minorities, women and persons with disabilities had been a
victim of unequal access to the benefits that an organization offered. There was
a need to develop some laws in order to provide everyone with equal
opportunity to enjoy these benefits based solely on qualification, thus Equal
Employment Opportunity Laws were developed. But discrimination that has
taken roots over the years could only be treated by implementing the laws in
their true letter and spirit and by devising policies towards corrective action,
thus Affirmative Action (AA) was developed. Although it does not guarantee
equality but if equality actually exists, it must be shown by equal representation
of minorities in the workforce.
Most organizations who claim to be Equal Opportunity Employer mention
while giving a job vacancy advertisement that they abide by EEO laws, or are
taking Affirmative Action. Different strategies for taking Affirmative Action
can be applied, including Good Faith Effort Strategy and Quota Strategy.
Good Faith Effort Strategy:
This strategy focuses on changing those practices which have contributed to
excluding or underutilizing the minority groups or females. Corrective actions
may include placing advertisements where they can reach target groups, supporting services in favor of women such as day care and flexible working
hours, and establishing a training program in order to enable minority group
members to compete for entry-level jobs.
Quota Strategy:
This strategy attempts to eliminate obstacles in the way of minorities. Results
are achieved through hiring and promotion restrictions. With quota strategy,
“desirable” hiring goals are achieved by specifying quotas for specific minority
group.
TASK TO BE PERFORMED:
You are required to search 2 job advertisements in any newspaper. One
advertisement should show the organization’s EEO Compliance and the other
should include Affirmative Action (either Good Faith Effort Strategy/ Quota
strategy).
You are required to copy the advertisements from any e-newspaper and paste
in Word file of your assignment. Also give justification pertaining to why you
have identified the specific advertisements as based on EEO compliance or
Affirmative Action on the same file without giving irrelevant details. Also
provide the web-link with the name and date of the e-newspaper which you
have used.
IMPORTANT:
24 hours extra / grace period after the due date is usually available to overcome
uploading difficulties. This extra time should only be used to meet the
emergencies and above mentioned due dates should always be treated as final
to avoid any inconvenience.
SOLUTION GUIDELINES:
For a detailed discussion of the topic Equal Employment Opportunity and
Affirmative Action, it will be helpful to carefully read Lesson # 8 and watch its
video lectures. You can also read Lesson # 11 to see the legal background of
EEO.
Name, date and web-link of the source e-newspaper MUST be
mentioned.
DEADLINE:
Make sure to upload the solution file before the due date on VULMS.
Any submission made via email after the due date will not be accepted.
FORMATTING GUIDELINES:
Use the font style “Times New Roman” or “Arial” and font size “12”.
It is advised to compose your document in MS-Word format.
You may also compose your assignment in Open Office format.
Use black and blue font colors only.
Be specific and to-the-point.

PROPOSED TAX MEASURES The claim is that focus of the budget 2013-14 is to improve tax-to-GDP ratio, which will ultimately be increased to 15 percent by 2018 [No detailed plan is given and it is nothing but rhetoric] The broad themes of government's taxation policy are (i) taxing those who are not paying any tax, (ii) enhancing efficiency of the tax machinery, (iii) removing anomalies and distortions in the tax system, (iv) simplifying the tax procedures, (v) broadening of the tax base, (vi) rationalisation of tax rates and exemptions, (vii) encouraging corporatization and documentation (viii) taxpayers facilitation and (ix) to eradicate maladministration and corruption in FBR [Again these are mere words not supported by any concrete steps announced in the budget]
Finance Bill 2013 proposes a number of new taxes, increased sales tax, more withholding tax on many items and many changes in excise duties. The burden on the common people has been increased and rich and mighty have not been asked to declare all the total world assets and their sources. Illogical tax measures like increasing rate on cash withdrawals from banks have been announced. The billions are lying abroad and invested at home without taxation, but there is not a single measure taken to confiscate all such assets. On the contrary only cosmetic measures like exemption from import duty for 1200CC hybrid cars or withholding tax on wedding ceremonies held at commercial venues have been proposed.
Making hollow promises to the people of "wonders" and "great achievements" for them are merely electoral compulsions of all political parties and Pakistan Muslim League Nawaz (PLM-N) is no exception. In practice, the leaders of these parties are owners of huge assets and politics is their necessity to protect and promote their financial interests. They own political parties like personal assets, investing heavily in elections and then ensuring that after coming into power they reap more financial benefits. Democracy is just a sham in the Pakistani milieu where every budget is meant for cementing the control and rule of ashrafiya - comprising indomitable militro-judicial-civil complex, industrialist-turned politicians, landed aristocracy and unscrupulous traders.
Our economy is that of ashrafiya. It serves the interests of the privileged classes. The ruling classes, representing only 2 percent of entire population, own 95 percent of national resources. They exploit labour of landless tillers, poor urban workers and white-collared employees to amass more and more wealth. Additionally, they create artificial hike in prices of essential items to snatch back whatever little is earned or saved by the 98 percent ordinary people.

There are two tasks given in the question here is answer of task 1.
Justification
There are many justifications of under below advertisement but which I identify in this advertisement that is its Civil Rights Act and is intended to protect employees from discrimination on the part of employers. EEO compliance means to operate a business or organization in accordance with this law. I also very impress with this beautiful personal characteristics and its protections which are about age, race, color, religion, sex and national origin. There are so many clauses of this product those all express the value of this and employee can feel happy due to its protections.
And an other reason of choosing this advertisement is that there is complete information about salary, work hours and full-time, basic functions and abilities and skill and very impressive definition which inspire me that is, it is not eligible for US citizens and family members.

Answer of task two.
Answer no 2
Under below ad is showing the followings.
Affirmative Action (either Good Faith Effort Strategy/ Quota strategy).
I think this ad is fulfill the both parts with the compliance of EEO
Justification
There is Quota strategy in this ad and I also appreciated this ad because quota strategy, “desirable” and minorities and 1.5% quota for women is also there in this ad. because
Women still face barriers in schools. In Pakistan, women receive only 2% of doctorates in engineering, and women are substantially under-represented in computer science nationwide.
Fact: Affirmative Action = Equal Opportunities
Affirmative Action programs merely acknowledge that hundreds of years of discrimination cannot be erased in a few decades and still hold women and people of color back. Affirmative Action is the bridge between changing the laws and changing the culture.
