There is a dog on one side of a lake and a woman on the other. The woman calls the dog over and when he gets there he is not wet at all.

1- The dog crossed through the bridge over to the other side of the river. 

2- Both the women and dog are at the connecting sides of the river.

Technically, how can we call it a lake, if it doesnt contain water. 

 I still agree with you bcos most of such riddles are like "Chawwals"

Another option might be that the lake may be frozen or imaginary. It's still unfair to ask Antarctica related questions in hot weathered Pakistan.

Now you tell me the answer of this riddle, i give you a clue that its answer is chawwal as per usual riddles.
