Virtual University not eligible for PM's National Laptop Scheme

According to recent updates of the Higher education commission website, Virtual University of Pakistan is not eligible for PM's National Laptop Scheme;

Eligibility criteria:NOT be eligible for laptops under this scheme are:

*Students enrolled in a Distance learning program of any higher education institutes

What is this, while ALLAMA IQBAL OPEN University is eligible for this scheme

That's a not a issue of the VU education system, I think HEC needs to re-review its decision about eligibility for PM's National Laptop Scheme. What's your opinion?
