These branches are connected through a computer network, which they use extensively to transfer multimedia contents (videos, photos, audio, images etc.) within these branches. Now, MultiSoft wants to setup a new mechanism for live video streaming to have live interaction between employees at different branches.

The transport layer, which is responsible for getting data from one end to the other
Progressive streaming doesn't have the flexibility of true streaming, since the data rate can't be adjusted on the fly and the transmission can't be separated into multiple streams. If it delivers a whole file quickly and the user listens to or watches just the beginning, it wastes bandwidth. The user is given the whole file and can copy it without any effort.
"True" streaming uses a streaming protocol to control the transfer. The packets received don't add up to a file. Don't mistake streaming for copy protection, though; unless there's server-to-application encryption, it's not hard to reconstruct a file from the data

Transport layer will be used for this purpose as it is responsible for end to end communication and TCP protocol will be used which runs on transport layer of OSI model, UDP will not be used as its not reliable, For security between branches we can implement IPSEC VPN. IPSEC protocol suit works on Network Layer of OSI, end point security should be handled by application layer which works on the top layer of OSI,
Layer-4, Transport Layer ensure reliable communication from Source to Destination. Transport layer can be either connection-less or connection-oriented where as TCP is the protocol which ensure the delivery of message to destination and get the acknowledgement so at this layer we have relibality. RTP is a protocol which use for Reliable Video Streaming and for the Security we can use IPsec suite for the secure communication. These all works on Layer-4 so if we want the secure and reliable communication we go with the Layer - 4.
