The value of the MTU depends on the type of the transmission link. The design of IP accommodates MTU differences since it allows routers to fragment IP datagrams as necessary. The receiving station is responsible for the reassembly of the fragments back into the original full size IP datagram.

what about this idea
Absolutely it is time consuming process because fragmentation datagrams can be split into pieces to fit in network with small MTU and Router detects datagram larger than network MTU and then it splits into pieces. Moreover IP uses and each piece are smaller than outbound network MTU and Router has local MTU to computer size of each fragment. So the datagram divided again and again. After that Hop Reassemble (Reconstruction of original datagram is called reassembly) this process again. Hence proved this process is time consuming job.
