In today’ s world of nonstop change, public managers need a high-ly resilient workforce. In the past, government managers ran stable, efficient organizations, which operated for decades without much change. Public-sector workers  did what  their managers told them to do and were evaluated on how well they followed their job descriptions. Today’ s managers must implement deep reorganization and con-stant change on reduced budgets while trying to meet required objectives. Every branch of government shifted from needing cooperative, compliant employees, to needing self-motivated, change-profit-client, adaptable workers capable of performing  in new ways without-to-date job descriptions. This demand distresses many managers andworkers.When public-sector employeeslisttheichallengesand difficulties, most re p o rt that they feel pre s s u red to do more wo r k , of better quality ,in less time, with fewer people, in new way s , with a reduced bu d g e while wo rrying whether  their  jobs are  safe. Some succumbs to this pre s s u re, some don’ t . Pu bl ic managers can make  a  difference  in how well  their wo r ke rs  cope  by using simple techniques to strengthen their re s i l i e n c y .Public managers who dwell on trying to overcome employee resistance to change fail because trying to get people  to  stop doing  something  is  a negative goal. Appositive goal is to develop resiliency strengths in work-ers who are committed to their work and have positive Public-sector managers  who  work proactively  to strengthen  workforce resiliency  gain  many  benefit Resilient workers  hold  up  wonder pressure adapt quickly to change, get  the  right  things done with fewer mistakes, and

are sick less often.

 Most of the Public sector employees are not appointed according to the fair way they are appointed through corrupt political system. Most of them are not eligible for job. They thought they would be exposed if there is a better system in these organizations. Other reason is that, they are very corrupt and always trying to earn extra, but if there is a better modern system in organization, they can’t  earn in that corrupt way. 

Some employees are opposing  because of their old style of working, they thought their style of working is best

 Some employees are opposing  because if there is a better system they will lose their jobs.

, e n j of able  moments, and feelings of job satisfaction expand a per-son’ s cognitive skills and strengthen resiliency .Negative emotions  such as  fear, anger, anxiety, and worry constrict an person’ s cognitive skills and weaken resiliency. Award-winning  research  by  psychologist Barbara Frederickson has documented  direct  connection  between  positive

f feelings, good relationship and effective work  teams.Workteams observed  to have  a highratioof  positive  to  negative emotions  flourish while work teams with  little positive  feel-ing tend to languish. The lowest p o s i t iv e - n e g a t vie  ratio  needed for flourishing is 3 to 1, ratio of5 to 1 is best. Managers who  threaten workers and  intentionally keep  them  fearful  are acting  irrationally because negative emotions increase the probability of mistakes, accidents, employ-sickness, and  having  good  people  quit. Managers who create a positive, appreciative atmosphere that pro-motes  job  satisfaction  strengthen  resilience, increase

  • The public sector organizations should held workshops and seminars to prevail the benefits of new modern technology and systems.
  • Offer some modern technology short courses for employees.
  • Introduce better and modern system to save money and time.
  • Encourage the employees to become the part of change by giving their suggestions for improvement.
  • Hiring some young and talented people in organization.
  • Revision of JD’s(job description) of employees
