The case: 


XYZ enterprises; providing consumable goods all across Pakistan; sensed high turnover of 

employees over the last three years and surveys reported demotivation to be cause of this issue. The 

management proposed to hire the services of an external firm so that programs may be initiated to deal with this issue. The consultant team visited the firm and the managers briefed them in haste without thorough insight and also required them  to design a program at the earliest possible time. The consultant being improper briefed and also in hurry  designed a program that ultimately failed. The measurement of the consultant designed program revealed  certain short comings. It was designed without clearly defining the variable of study, which aspects will it cover  and how the data collected for it will be related with it in the form of useful information. Due to this fact, it  further revealed that adopted program did not truly represent the actual problem. Instead of dealing with the  issue of employee motivation, the adopted program basically dealt with the issue of employee satisfaction  with the organization.   

Question:  
As a student of organizational development, explain how the measurement of the adopted program revealed  the situation as mentioned in this scenario.
