Max Weber, a German Sociologist and political economist, propounded bureaucracy
in its ideal form

. Hughes (2003)
enumerated six principles
of modern bureaucracy deriving from the idea of legal r
ational authority modelled by
Authority derives from law and from rules made according to the law.
Strict hierarchy means that legal rational authority and power are maintained
organisationally, not by any individual but by the position
Organisation is something with an existence separate from the private lives of
its employees; it is quite impersonal. Written documents are preserved,
something that is essential as previous cases become precedents when similar
occur. Only with the maintenance of files can the organisation be
consistent in its application of rules.
Administration is a specialist occupation that deserves thorough training; it is
not something that can be done by anyone.
Working for bureaucracy is
full time occupation instead of a secondary
Office management is an activity that can be learnt as it follows general rules.
To the Government of Pakistan:
Enhance civil service performance and revive a spirit
of public service by:
increasing salaries and pensions, particularly for
those at the bottom of the hierarchy, providing
better housing, transport
and health insurance for
all government employees, and subsidised school-
ing for their children;
conducting regular training, including refresher
courses, at all levels of the bureaucracy;
improving standards of inst
ruction at training in-
stitutions to inculcate professional skills as well
as norms and practices that reward integrity and
providing competitive compensation and benefits
to attract qualified and motivated instructors;
linking an officer’s performance during training
programs with promotions, thus no longer using
successful completion as the only yardstick;
establishing and strictly abiding by new criteria
for secretariat appointments to include professional
expertise, diversity of experience, demonstrable
leadership in public institutions, and ability to
tackle challenging assignments;
modifying Annual Confiden
tial Reports (ACRs)
to include tangible, performance-oriented criteria
instead of subjective evaluations of officers’
