All organaization must need human resources to utilized al the resources efficiently and effectively and must make invetments to developed this hr.
Human resource department is needed by an organization to provides guidance and leadership qualities to various departments within the same company in carrying out effective decisions, for training, staffing, and helping managers to increase organization yielding profits, setting Budgets, Maintaining Staff records and to promote better communication between workers. HRD helps other departments to monitors and evaluates the recruitment of employees into the organization.

In any organization there is no doubt Human Resource Department performs various functions and each function, in itself, is of great value and requires much expertise for exercising and implementation. For any organization, staff or men power is the most valuable asset.. In the modern age where computers and information technology have brought revolutionary changes in the progress and performance, human resource factor's importance has become imperative. Many years ago large organizations had no separate department for staff matters and Personnel & Admin Department was doing the job. But recently, organizations consider the Human Resource Department (HRD) playing a major role in staffing, training and helping to manage people so that people and the organization are performing at maximum capability in a highly fulfilling manner There are certain functions performed by Human Resources Department and some of the core functions are hereunder

1. Recruitments and Job Specifications

2. Preparing Manpower Budget and List of Backups at certain levels

3. Performance Appraisal Reports and Awards for Performers

4. Staff Trainings

5. Service Rules & Acknowledgement

6. Maintaining Staff Database

Therefore any organization needs a separate Human Resource Department
The Human Resources Management (HRM) function includes a variety of activities, and key among them is deciding what staffing needs you have and whether to use independent contractors or hire employees to fill these needs, recruiting and training the best employees, ensuring they are high performers, dealing with performance issues, and ensuring your personnel and management practices conform to various regulations. Activities also include managing your approach to employee benefits and compensation, employee records and personnel policies. Usually small businesses (for-profit or nonprofit) have to carry out these activities themselves because they can't yet afford part- or full-time help. However, they should always ensure that employees have -- and are aware of -- personnel policies which conform to current regulations. These policies are often in the form of employee manuals, which all employees have.

Note that some people distinguish a difference between HRM (a major management activity) and HRD (Human Resource Development, a profession). Those people might include HRM in HRD, explaining that HRD includes the broader range of activities to develop personnel inside of organizations, e.g., career development, training, organization development, etc.

There is a long-standing argument about where HR-related functions should be organized into large organizations, eg, "should HR be in the Organization Development department or the other way around?"

The HRM function and HRD profession have undergone tremendous change over the past 20-30 years. Many years ago, large organizations looked to the "Personnel Department," mostly to manage the paperwork around hiring and paying people. More recently, organizations consider the "HR Department" as playing a major role in staffing, training and helping to manage people so that people and the organization are performing at maximum capability in a highly fulfilling manner.

Why organizations need separate human resource department ?
The organization must have a separate human resource department because all the other department lie in human resource department. The human resource department must be a separate department so they serve the organization in a better way. I want to add some thing in this GDB that the human resource department must have separate and independent.
The following are the some reasons that why organization need separate HR department.
The HR department has the same important like finance and other department. so it should be treated like a separate and should know the importance of this.
More concentration.
More concentration is possible is case of separate. And cause in increase in profit.
By treating the HR department as a separate specialization is possible which help the organization.
Better Performance.
By treating them as a separate department, no one can inter fare the in the work. So better performance is possible.
International challenges.
Inter nation challenges is the main problem that the most organization is facing today. We can not meet these challenges with out HR fully contribution. And it is possible in case of separate department only.
Secrecy .
An HR department has some secrat and confidential documents so they must be separate to avoid any mishap.
