Topic: Line v/s Staff Authority
Learning Objectives:

To help the students practically understand difference between Line and Staff Authority; and the specific and overlapping roles of Line and Staff Managers
Scenario:
Mr. Latif and Mr. Haroon both are directors in a textile firm. The CEO of the firm is convinced by Mr. Latif that hiring is required in his departments of Finance and Marketing. Mr. Latif asked Marketing manager and Finance manager to estimate the minimum number of vacancies that should be filled in order to well accommodate the need of the departments. The estimated number was 9, but Mr. Latif decided to forward the requirement of only 7 new employees to keep the cost minimum. The CEO talked to Mr. Haroon about the dearth of employees and asked him to check if the requirement and the number of minimum vacancies are justified. Mr. Latif then asked the Finance and Marketing Managers to specify the KSAs (Knowledge, Skills and Abilities) the candidates needed to have. The hiring process took place after which both Latif and Haroon arranged for orientation of the newly hired 7 employees.
Later in the year, Mr. Latif was informed by the Finance and Marketing managers about the training requirement for few new employees. He discussed the training needs of the employees with Mr. Haroon. Mr. Haroon discussed the required training with the CEO and asked the HR manager to make arrangements for the training after approval from the CEO. The training was outsourced.
Now the time for yearly appraisal was around. Marketing and Finance managers apprised the employees of their respective departments and sent results to Mr. Latif for approval. He then forwarded it to Mr. Haroon for further working of the HR department on the performance appraisal.
Question: Keeping in view the given scenario, you are required to identify and justify who among the CEO, HR, Finance and Marketing managers, along with Mr. Latif and Mr. Haroon holds staff authority and who holds line authority.
IMPORTANT:

kiya is assignment mein daighram banani hai ya nai.

Above is the question statement, it means there is no diagram, we have to identify and then justify in words why someone has line authority and staff authority...that's it

Airborne i have edit this diagram for concept clearance , not for assignment requirement.

Mr. Haroon and Mr. Latif  holds the line authority as they are directors of the company and they are deciding for the hiring of employees and arranged orientation. Marketing manager and Finance manager holds the Staff Authority as they are assist by Mr. Latif  and giving their advices. HR manager holds  Staff Authority

i think the same.. :)

No man how is this possible in the question they told that  Mr.Latif and Mr.Haroon both are holding the Staff athority but question is who is holding the line athorties ????

Line versus Staff Authority


      1.  Line VS Staff Authority – Authority is the right to make decisions, to direct the work 
of others, and to give orders.  Line managers are authorized to direct the work of subordinates.  Staff managers are authorized to assist and advise line managers in accomplishing their basic goals. HR managers are generally staff managers. 
      2.  Line Managers’ HRM Responsibilities – Most line managers are responsible for 
line functions, coordinative functions, and some staff functions.


III.  Cooperative line and staff hr management: 
 In recruiting and hiring, it’s generally the line manager’s responsibility to specify the qualifications employees 
need to fill specific positions.  Then the HR staff takes over.  They develop sources of qualified applicants and conduct initial screening interviews.  They administer the appropriate test.  Then they refer the best applicants to the supervisor (line manager), who interviews and selects the ones he/she wants. 

IV.  Line Manager 
Authorized to direct the work of subordinates—they’re always someone’s boss.  In addition, line managers are in charge of accomplishing the organization’s basic goals.

6. Interpreting policies and procedures

V.  Staff Manager  
Authorized to assist and advise line managers in accomplishing these basic goals.  HR managers are generally staff managers.  
 
Responsibilities Of Staff Managers 
Staff managers assist and advise line managers in accomplishing these basic goals.   They do, however, need to work in partnership with each other to be successful.  Some examples of the HR responsibilities of staff 
managers include assistance in hiring, training, evaluating, rewarding, counseling, promoting, and firing of 
employees, and the administering of various benefits programs
