Topic: Line v/s Staff Authority
Learning Objectives:

To help the students practically understand difference between Line and Staff Authority; and the specific and overlapping roles of Line and Staff Managers
Scenario:
Mr. Latif and Mr. Haroon both are directors in a textile firm. The CEO of the firm is convinced by Mr. Latif that hiring is required in his departments of Finance and Marketing. Mr. Latif asked Marketing manager and Finance manager to estimate the minimum number of vacancies that should be filled in order to well accommodate the need of the departments. The estimated number was 9, but Mr. Latif decided to forward the requirement of only 7 new employees to keep the cost minimum. The CEO talked to Mr. Haroon about the dearth of employees and asked him to check if the requirement and the number of minimum vacancies are justified. Mr. Latif then asked the Finance and Marketing Managers to specify the KSAs (Knowledge, Skills and Abilities) the candidates needed to have. The hiring process took place after which both Latif and Haroon arranged for orientation of the newly hired 7 employees.
Later in the year, Mr. Latif was informed by the Finance and Marketing managers about the training requirement for few new employees. He discussed the training needs of the employees with Mr. Haroon. Mr. Haroon discussed the required training with the CEO and asked the HR manager to make arrangements for the training after approval from the CEO. The training was outsourced.
Now the time for yearly appraisal was around. Marketing and Finance managers apprised the employees of their respective departments and sent results to Mr. Latif for approval. He then forwarded it to Mr. Haroon for further working of the HR department on the performance appraisal.
Question: Keeping in view the given scenario, you are required to identify and justify who among the CEO, HR, Finance and Marketing managers, along with Mr. Latif and Mr. Haroon holds staff authority and who holds line authority.
IMPORTANT:

The Chief Executive Officer (CEO) is the highest ranking executive manager in a corporation or organization. The CEO has responsibility for the overall success of an entire organization. The CEO has the ultimate authority to make final decisions for an organization.

Board of Directors and Managers of all relevant departments. CEO holds top management position which closely involve in Business plan (decision making) while BOD are responsible to achieve desire business goals and others managers such as FM, HRM are responsible for operational activities. Board of Directors and departmental's Managers having line and staff authority respectively. CEO having top position holder, directly involve in business planning while BOD are responsible to follow the directions to achieve business goal, and others managers such as FM, Marketing, HRM, empowered staff authority to assist line management in relevant trade. But I would recommend only BOD and only HRM would be correct answer in above case study.....

Staff authority - granted to staff specialists in their areas of expertise. Narrower than line authority and includes the right to advise, recommend, and counsel in the staff specialists' area of expertise. It is a communication relationship with management. It has an influence that derives indirectly from line authority at a higher level.

A HR manager has line authority over the staff of the HR department and staff authority to support , assist , and advise mangers of other Departments in matters related to HR management

Line authority
Line authority or function is a Direct or main function of an individual or department. It involves Direct and Legitimate Authority over subordinates. It decides what to do, and when to do it. eg., Production for a Manufacturing company.

Staff Authority
Staff Authority on the other hand is an assistant function as it guides line managers or functions into performing a specific activity. They are more specialized and therefore provide advice to Line authority. eg., Human Resource (HR) for a Manufacturing company.

As per my reading and my grip on the given scenario in my view we must under     stand definitions of staff authority & line authority after that we should go for writing solution.

 

Line Authority

 

Line authority entitles a manager to direct the work of an employee. It is the employer – employee authority relationship that extends from top to bottom.

 

In other words we can add here the authority that have rights to make decisions & give order to under supervision staff. We can  also say that a  chain of  commands who providing the decisions required for functioning.

 

 

Staff Authority

 

Staff managers have staff authority. A manager’s function is classified as line or staff based on the organization’s objectives. In the simple meanings the staff authority is that authority which bound to obey and assist to line authority.

 

It implies to those elements that help the line authorities.

 

 

WHO HOLD LINE AUTHORITY?

 

If we analyze above definitions we will easily under stand that CEO, Mr. Latif and Mr. Haroon holds Line authorities. Because Board of directors, CEO and all managers holds top management designations. Because they all have to right making decisions about staff, they are on the top in the hierarchy of big organizations, they are looking employees from bottom to top. The staff managers are reported to top management.

 

 

WHO HOLD STAFF AUTHORITY?

 

 

There is mention in given scenario in the assignment about Board of Directors as per my under standings while Board of Directors are always responsible to achieve desire business goal and performance and other managers like Manager Finance , Manager Marketing , Manager HR responsible for operational activities and they help and assist to Line managers because HR managers are generally staff managers. So we can say that Mr.Haroon, Manager Finance, Manager marketing is holding staff authorities.

In the light of all readings and whole justification we can say that duties and responsibilities of CEO, HR, Finance and Marketing managers are different to each others because these are also vary to one organization to an other organization if we need to know exact the person who among the CEO , HR,FM, and MM , The very special person is “ Chairman” which is not mentioning here in whole scenario.
