It is wrong to say that!

At the point of the ball leaving you hand you have increased the kinetic energy of all the ball (including its contents whatever it is), as the ball ascends some of that energy is converted to potential energy as a result of the ball's height some is converted to heat in the ball and in the sir surrounding the ball due to the friction of the ball passage through the air. As the ball starts to descend the potential energy of the ball and its contents are converted back to kinetic energy. When the ball reaches and hits the ground that kinetic energy is converted back into potential energy stored as elastic deformation of the ball's skin and increased pressure of the air in the ball. This energy is released as kinetic energy as the ball rebounds. And the cycle continues until all the energy is consumed by the friction losses.

The point you have lost sight of in asking this question is that the air in the ball has mass and can therefore store both kinetic and potential energy

WHEN THE BALL REACHES AND HITS THE GROUND THAT KINETIC ENERGY IS CONVERTED BACK INTO POTENTIAL ENERGY STORED AS ELASTIC DEFORMATION OF THE BALL'S SKIN AND INCREASED PRESSURE OF THE AIR IN THE BALL.
