The answer is no because it effects on it we can’t use positive sign because minus sign indicates the direction of the emf. Its minus sign means that the emf creates current and electromagnetic field that oppose the change in the flux. It will only rotate so far until the magnetic fields are aligned if we want the loop to continue rotating, we have to reverse the direction of the current, which will reverse the direction of the magnetic field form the loop. The loop will then rotate 180 degree until its field is aligned in the other direction so if we use positive sign it will not tell the direction of the emf.
