Over the years—and especially after 9/11—India has successfully persuaded the international community that Pakistan is involved in violent incidents in India and the Kashmir valley. As a result of which, The movement for fundamental human rights of Kashmiris has been overshadowed by the violence in the valley.
In the context of the removal of the Article 370 in Kashmir by India, to what extent the role played by the present Government of Pakistan in highlighting the issue at the national and international level is satisfactory? Discuss by giving your point of view. (10 Marks)

In the context of the removal of the Article 370 in Kashmir by India, to what extent the role played by the present Government of Pakistan in highlighting the issue at the national and international level is satisfactory?
Pakistani Prime Minister Imran Khan has sent his foreign minister Shah Mehmood Qureshi to the OIC and China, and have him write to the UNSC over abrogation of special status of Jammu and Kashmir but all efforts to solicit international support have failed.

Pakistan approached UNSC, OIC, China and other countries seeking action against India
UNSC, OIC and China invoked bilateral agreements on J&K while Taliban rebuked Pakistan
Imran Khan downgraded diplomatic relations with India, sent out emissaries to the UN, China and grouping of Islamic countries - Organization of Islamic Cooperation (OIC) - in order to up ante against India, and warned of another Pulwama kind of terror incident. Forty Indian soldiers had died in a suicide attack on a convoy of the Central Reserve Police Force in February this year.
Pakistan gets colder shoulder in UN
Complaining against India, Pakistan last week wrote a letter to the United Nations regarding abrogation of special status of Jammu and Kashmir. But it found no weight in the United Nations Security Council (UNSC) with its president Joanna Wronecka refusing to make any comments.
China keeps Pakistan guessing
China reacted strongly to the Modi government's move on Jammu and Kashmir. It said the move undermined China's sovereignty soon after Amit Shah's statement in the Rajya Sabha. But, its response was limited to Ladakh being made a Union Territory.
A couple of days later, Shah Mehmood Qureshi flew to Beijing holding talks with Chinese leaders. After a meeting between Qureshi and Chinese Foreign Minister Wang Yi, China issued a statement saying, "The Kashmir issue is a dispute left from the colonial history. It should be properly and peacefully resolved based on the UN Charter, relevant UN Security Council resolutions and bilateral agreement."
OIC shock for Pakistan
However, the biggest failure for Pakistan came from the OIC, which raised its rhetoric objection to "human rights violations" in the Kashmir Valley but refused to get drawn in the diplomatic battle of Pakistan with India over abrogation of special status to Jammu and Kashmir. The OIC said that "following a request from the Islamic Republic of Pakistan, an urgent meeting of the OIC Contact Group" on 6 August 2019 to review the recent developments in Jammu and Kashmir. In the concluding statement, the OIC talked raised concerns about "gross human rights violations in Jammu and Kashmir" but called for a "negotiated settlement" through talks between the two countries.
Taliban rebukes Pakistan
Taliban, long considered a protégé of Pakistan Army, too rebuked Pakistan when the latter tried to use its leverage over abrogation of special status to Jammu and Kashmir. Taliban came to negotiating table with the US only after Pakistan convinced it do so. But when a Pakistani legislator lamented that Pakistan has a deal with Taliban which makes "the Afghans enjoy and celebrate peace in Kabul" but the terror group does not espouse the country's agenda in Kashmir. Taliban responded with a statement saying Afghanistan cannot be turned into a theatre of competition at the behest of Pakistan. Its spokesperson Zabihullah. Mujahed said, "Linking the issue of Kashmir with that of Afghanistan by some parties will not aid in improving the crisis at hand because the issue of Afghanistan is not related."
Suggest ways that how both countries can effectively solve Kashmir issue using diplomatic techniques without war? Give your opinion.
Similarly, there must also be a change in Indian foreign policy. India must attempt to resolve border disputes, and develop a friendly relationship with China before it can set about resolving the Kashmir issue. As long as Pakistan and China remain allies and have India as their common adversary, the strategic importance of Kashmir will not allow any solution to the issue.
Simultaneously, the Indian government must also display greater involvement in the state. It must consider the needs and wants of the Kashmiri people to make the people feel recognized and a part of India. This would go a long way towards ending the sense of alienation and neglect that looms over most people in the valley. This can be achieved by sending greater humanitarian assistance to people in the valley, ending corruption, injustice and inefficiency in the local administration. Investment in Kashmiri infrastructure, in general, would improve the life of the people and would lead to less resentment against India. The government must also bring the wanton abuse of Human rights by Indian security forces into check. Such violations not only add to the communal tension but also create distrust against the security forces trying to protect the people.
India must also try to end the small but resilient pockets of discrimination against Muslims in the rest of India. Recently, there were riots against Muslims in the western state of Gujarat. These riots, which lead to the death of thousands of Muslims, inflamed communal tensions in the rest of the country, especially in Kashmir. This adds to the hatred between the communities and also leads to an increase in terrorism related violence in the valley. As a result, India must also take steps to promote secularism in the country, especially in Kashmir.
Steps must be taken to resume normalcy in Kashmir. This would be greatly facilitated by withdrawing security forces from the state if violence in the region decreases. Furthermore, the Hindu population displaced from Kashmir should be resettled into their original homes.
